Pastor Rosa Arnold is CEO of the Albert T. Mills Enrichment Center, Inc. The center was founded by Pastor Rosa after her adult son Albert was murdered by young men in Atlanta, Georgia in 1995. She was shocked by the callousness of the young killers and even in her grief, she felt led to minister to the children from the young men's neighborhoods.
Her mission is to teach at-risk preschool children to learn and play safely in a stable Christ-centered environment.
By giving the children better academic and social skills with Christian grounding, Pastor Rosa knows they become better prepared to succeed in school and society thus avoiding the hopelessness that leads to the destructive behaviors that murdered her son Albert.
Pastor Rosa's postsecondary education was at Paine College in Augusta, Georgia and Spelman College in Atlanta, Georgia.
She has worked as an elementary and preschool teacher, assistant dean, and a college counselor. In addition, she has pastored three churches in Atlanta, Georgia and Detroit, Michigan.
Pastor Rosa has received various awards and proclamations including:
- Outstanding community service proclamations from Gov. George Busbee, Mayor Maynard Jackson, and the Fulton County Commissioners
- The Eckerd's 100th Woman of the Year Award for community services
- The Civitan Club's community service award
- Numerous awards from churches and other community organizations
- The Turner Broadcasting Company's Pathfinder of the year in Education
- The 2008 NASCAR Angel award
- Rosa has been featured in Woman's Day magazine
- Atlanta Journal Constitution Holiday Hero for 2011
Our mission is to serve at-risk pre-school children (ages 3-5) and their families, by providing a Christ-centered, stable environment to learn and play safely. By giving pre-schoolers better academic skills, social skills, and Christian grounding, they become better prepared to succeed in school and in society, and to avoid the hopelessness that leads to destructive behavior. In addition, we strive to empower parents and guardians to stimulate and safeguard early childhood development.
Truly, I say unto you, as you did it for one of the least of these my brethren you did it for me.
We have dedicated Christian teachers on staff who really care about the future of children. They provide children with basic pre-school education, safe play methods, a listening ear, and a mentor to count on. Theme verses for the ministry are:

The joy expressed by these precious children while they are at the Center belies the challenging conditions they may face outside the Center. Center graduates are better prepared for school than many of their peers, which leads to a path of success through school rather than one of discouragement, frustration and disillusionment. The Albert T. Mills Enrichment Center is a 501(c)3 non-profit preschool. It is an inner-city ministry that serves pre-schoolers from Atlanta’s toughest neighborhoods. Pastor Rosa Arnold Colbert founded the Center 16 years ago and has invested her life and all her resources to rescue those most at risk, going into these neighborhoods and finding the children who most need intervention.

Basic Needs
On a daily basis, Albert T Mills Enrichment Center provides basic needs, education, spiritual development and basic life skills to the children. The children are fed breakfast and lunch, which may be the only meals they eat that day. Ms. Rosa and the teachers daily assess other needs such as clothing and provide those as needed. Transportation to and from the Center is also provided.
Education
The staff employ a variety of learning methods in a dynamic, loving environment. In addition to the basic academic skills appropriate for pre-school and pre-K programs, the children learn how to sit, listen and show respect for each other and their teachers.
Spiritual Development
Through songs, work sheets and stories, the children learn that they are uniquely created by a loving God. They are offered an eternal hope in Jesus Christ.
Basic Life Skills
One of the greatest gifts the center can give the children is to learn how to get along with other children and to listen to and respect their teachers.
